The main source of contact pictures on is coming from the profile picture which people have selected for their own Microsoft Account.
In O365 there are a plethora of ways to view and configure user profile images.They seem to indicate that if you have at least visited your My Site once in the past (to get it created), that profile image changes outside of Share Point should show up in Share Point even if you don’t visit your My Site. If you want to try the Set-User Photo approach, first you need to download the Share Point Online Management Shell.With it you need to connect to Exchange then you can call Set-User Photo.Unfortunately, contact pictures are not being synched via the Outlook Hotmail Connector.Synching them via the EAS or Exchange protocol only provides limited support. However, when I look at my Contacts on the website or in Outlook on another computer, I don’t see the contact pictures I added.
How can I get the pictures to synch to so that they look the same on all my computers and on the website?These screenshots are from Outlook 2013, but the process works identically in 2010 or 2007. Choose "Update All", wait a moment, and you're done. I can manually update each contact with the nice "Update" button and it automatically synchs the contact with AD, but I can't do that for all contact with a simple buttonclick? Switch to your contacts view, then go to the "Send/Receive" tab. From there, right-click any selected contact and choose "Add to Contacts".This requires you to be both connected to Skype and each other based on your Microsoft Account and not via Skype usernames.When you are connected to each other, you’ll see a Skype icon below the contact’s picture.Unfortunately, as the Social Connector in Outlook has been discontinued, you can no longer add these networks directly to Outlook via their Social Connector Providers.
